Abstract
In historical aspect the stages of formation, development and improvement of specialized anti-epidemic team activities in Irkutsk Antiplague Research Institute are presented at natural and epidemiological emergency situations. Participation of the team experts in localization and liquidation of epidemic complications associated with cholera, anthrax, plague and other dangerous and natural-focal infectious diseases is described. The role of mobile formations in the international mass measures and the activity for sanitary-and-epidemiologic human well-being implementation in Priamurye flooding zone is reflected.

Abstract
Experience of the work organization of specialized anti-epidemic teams of Rospotrebnadzor to support sanitary-and-epidemiologic well-being of the population during Summit АPEС-2012 (Vladivostok) and at the emergency situation caused by abnormal high water in the Far East in 2013 is presented. Variants of specialized anti-epidemic team exploitation in full force or as a group of laboratory-epidemiological strengthening with additional on-site staffing from a personnel reserve of Rospotrebnadzor’s Territorial Institutions are offered and approved in practical activities depending on tasks put to the specialized formation.

Abstract
The largest natural emergency situations in the history of modern Russia happened in the Siberian and Far Eastern Federal districts. Acceptance of extraordinary measures for realization of sanitary-and-epidemiologic well-being for the suffered population was required. In the article the substantiation of tactical working methods for the specialized anti-epidemic teams (SAET) during various emergency situations is described. It is shown that tactics of SAET reserve group involvement is the most reasonable in the Siberian and the Far Eastern conditions. In this connection it is necessary to provide constant readiness of the reserved SAET with possibility of its deployment in any territory of the region.

Abstract
Workers of several Rospotrebnadzor’s Institutions jointly with a domestic light industry enterprise are developing clothes for protection of employees of a specialized anti-epidemic team from dangerous arthropod (Ixodes and Gamasoidea ticks, fleas, mosquitoes, midges, horseflies and insects) attacks. The given clothes is necessary for epizootological inspection of territories dangerous concerning the transmissible infections and represents a cotton fabric coveralls that must be treated with a special insect-acaricide water emulsion before application.

Abstract
From the beginning of August to the end of September 2013 there was an unprecedented flooding on the scales in three areas of the Far Eastern Federal district - Khabarovsk Territory, Amur and Jewish Autonomous regions. The high water occurred in Khabarovsk Territory in August 5, 2013, the flooding peak was at the end of August - in the beginning of September, 2013, and the period of a high water lasted till the end of October. As a result of flooding, nine municipal unions have suffered. From the first days of the emergency situation occurrence connected with a high water, Rospotrebnadzor’s Institutions of the Khabarovsk Territory realized a complex of sanitary-antiepidemic and preventive actions directed to the prevention of mass infectious disease occurrences among aggrieved persons and implementation of sanitary-and-epidemiologic human well-being at the Territory. As a result of timely accepted measures it was possible to warn occurrence of acute enteric virus and bacterial infection outbreaks, natural-focal infections, other infectious diseases. The performed measures promoted the decrease of social intensity in the population suffered from flooding.

Abstract
The specific prevention of pneumococcal infection (the main cause of influenza and some other acute viral respiratory infection complications) was based on possible reduced rate of natural resistance of human body and increased susceptibility to infectious agents in population suffered from flood in the Far East of Russia in 2013. To provide immunization against pneumococcal infection the elaboration of appropriate protocol of clinical and epidemiological effectiveness against pneumococcal infection was necessary. Implementation of the elaborated standard could guarantee the observance of human rights of enrolled people based on the Declaration of Helsinki World Medical Association, and statistical significance would be reliable.

Despite in whole relative epidemiological well-being in the Russian Federation, in some territories shigellosis sickness rate is high enough that requires temporal and spatial studying of regional features of the epidemic process development. Influence of immunization against Sonne dysentery on human morbidity in areas suffered from flooding in 2012 and 2013 is analyzed.

Abstract
Morbidity of hepatitis C virus (HCV)-infection, HCV genotypes, epidemic situation features in Asia in consideration of climate-geographic, racial and economic characteristics of the territories were analyzed on the basis of E-library, PubMed and Scopus databases including 254 original manuscripts. Hepatitis C has a major economic burden in Asian countries with low gross domestic product.

Abstract
Frequency of specific antibody detection was 20,2±4,0 % in women with obstetric-gynecologic pathology. Listeria DNA was found in organs of 30,6 % dead born children, 14 cultures of Listeriа monocytogenes serogroup II serovariant 4 were isolated. The data confirmed the etiological role of L. monocytogenes in perinatal pathologies in Khabarovsk city.

Abstract
A comparative analysis of nasopharyngeal microflora in 320 children of risk groups (frequently ill) and children from organized collectives examined in 2013 (before flood) and in 2014 (after high water) was performed. We revealed a tendency toward increased level of the main bacterial pathogen detections in frequently ill children exposed to stress. Children from organized collectives had a higher level of pneumococcal carriage.

As a rule, exacerbations of an epidemiological situation for brucellosis in the Siberian Federal district are associated with importation of sick animals to its territory and disorder of requirements of the sanitary and veterinary rules for its keeping and realization of preventive actions. Explanation of preconditions and precursors of the epidemiological situation exacerbation for brucellosis is described.

Abstract
Emergency situations of epidemic type associated with anthrax manifestation were recorded in Siberia and at the Far East in 2004-2013. Total 88 agricultural animals and 25 humans were registered as sick ones. Outbreaks were caused by the pasturing of non-vaccinated livestock in territories of stationary unfavourable anthrax points, compelled slaughter, selling of meat and meat products without veterinary inspection. In 2013 conditions for epizootic and epidemiological anthrax displays were generated during a high water at the Amur River.

Abstract
Worldwide, anthrax disease is commonly spread among agricultural animals in the developing countries and it is rare in the developed countries. Bacillus anthracis is one of the main causative agents that can be used for bioterrorism purposes. Bacillus anthracis has received enormous attention as means of biological terror in the United States in 2001. In Mongolia, natural anthrax foci were determined in 19 Aimags, Ulanbaatar city and 188 Soums and Districts out of 21 Aimags, city, 340 districts and Soums that were inspected. In the recent years, the number of anthrax cases in humans is increased and the border of the natural foci has been extended to the Gobi region, particularly in the Gobi-Altao, Dundgobi Aimags. An outbreak occurred in Selenge Aimag.

Abstract
Data of epizootic inspection and epidemiological analysis of anthrax disease in 1950-2013 in Khenthy Aimag of Mongolia are represented. The uniform database including human and animal sickness rate, epizootic foci, stationary unfavourable anthrax points is developed. Features of spatial-temporal dynamics of the morbidity are revealed, the map of ecological-epidemiological division into districts of the Aimag was composed on the basis of climatic zones and the epizootic potential.

Abstract
To estimate the cholera situation in the Khabarovsk Territory the results of microbiological monitoring of the environments were analyzed at the pre-flood and flooding periods of 2013 for Vibrio cholerae presence. It was shown that along with detection of V. cholerae non-О1/О139 in surface water reservoirs during the pre-flood period, two potentially epidemically dangerous strains containing the determinants of toxin-coregulated pili of adhesion (tcpA) in the genome were isolated from water samples of the Chernaya River. In view of the epidemiological inspection data and single isolation of ctxAB- tcpA+ V. cholerae strains, the probability of its importation to the water reservoir in Khabarovsk city was concluded. The complex of preventive and anti-epidemic actions conducted in the territory after detection of potentially epidemically dangerous V. cholerae eltor strains is described.

Abstract
Results of vibrioflora monitoring and sanitary-hygienic state of the surface water reservoirs in Priamurie in 2011-2013 were analyzed and also Vibrio cholerae eltor detection at the given territory during the seventh pandemic was retrospectively estimated. It was shown that Vibrio cholerae eltor strains were isolated from surface water reservoirs in the Amur region in 1979, 1981 and 1983 whereas the strain isolation in Khabarovsk Territory lasted throughout the period of supervision with separate pauses. On the basis of the V. cholerae analysis for the last three years the presence of optimum conditions for V. cholerae persistence in some surface water reservoirs of Khabarovsk Territory was concluded. It defines the necessity for enhancement of anti-cholera measures after the high water period.

Abstract
According to the plan realization for maintenance of without poliomyelitis status in the Irkutsk region, the special importance has the actions for timely detection of "wild" poliovirus importation and operative implementation of a complex anti-epidemic measures. In 2009 a case of the poliomyelitis caused by "wild" poliovirus was registered in the nine-month child arrived from Republic Tajikistan to Irkutsk region. The complex of measures permitted to localize the poliomyelitis focus and to prevent distribution of the causative agent in the Irkutsk region population.
